The EU plans to impose temporary tariffs on Titanium Dioxide from China

2024-06-20
On June 14, the European Commission announced the latest progress of the anti-dumping investigation against my country's Titanium Dioxide companies last year. The five major titanium dioxide listed companies, including Longbai Group Co., Ltd., China National Nuclear Huayuan Titanium Dioxide Co., Ltd., Nanjing Titanium Dioxide Chemical Co., Ltd. and Xuzhou Titanium Dioxide Chemical Co., Ltd. under Jinpu Titanium Co., Ltd., Anhui Anada Titanium Co., Ltd. and Guangdong Huiyun Titanium Co., Ltd., are all on the list of proposed tariffs. Among them, Longbai Group and its subsidiaries are expected to be subject to a 39.7% tariff, China National Nuclear Titanium Dioxide is expected to be subject to a 14.4% tariff, other companies participating in the Pvc Resin response are expected to be subject to a 35% tariff, and other companies that did not participate in the response are expected to be subject to a 39.7% tariff.

In this regard, Chen Gang, deputy secretary-general of the Titanium Dioxide Industry Branch of the China Coatings Industry Association, said: "The anti-dumping duty rate announced by the European Commission exceeded expectations. This move will seriously affect the export of Chinese titanium dioxide companies, or have a certain impact on the future development of the industry. We will keep a close eye on it, keep abreast of the relevant situation, and actively report the situation to the relevant national departments to assist companies in filing complaints."

Zhou Lei, secretary-general of the Titanium Dioxide Branch of the National Chemical Productivity Promotion Center, also believes that the EU's proposed temporary tariff of up to 39.7% will have a certain impact on my country's titanium dioxide exports. "But the impact is not great at present. On the one hand, the EU anti-dumping has Ethylene-Vinyl Acetate just formed a formal document, and some previous orders are still in the delivery process, so the current export situation is relatively stable; Pigment And Dye on the other hand, domestic titanium dioxide companies are developing their own downstream application products and have fully entered the European market. At present, downstream customers will not easily replace the cost-effective Chinese titanium dioxide, so the orders are still relatively stable." Zhou Lei said.

Yang Xun, an analyst in the titanium dioxide industry, said that the EU anti-dumping incident may have a certain demonstration effect, and other regions may follow suit in the future, forming a "siege and interception" of China's titanium dioxide exports.

Domestic titanium dioxide manufacturers are also actively Boric Acid Flakes responding to the EU's proposed temporary tariff increase.

"The EU's initial ruling is to impose an average tariff of 35%, which will have a certain impact on the company's product exports to the EU market. However, our EU exports do not account for a large proportion, and we will balance our export sales by actively exploring markets such as Southeast Asia and Japan in the future." said Peng Anzheng, vice chairman of Jinpu Titanium.

Li Jianli, general manager of Shandong Dawn Titanium Co., Ltd., said that the company may abandon its EU market business, develop high-end products, and improve its market competitiveness.

Ni Xiaoguang, chairman of Jiangsu Panhua Chemical Technology Co., Ltd., said that at present, customers in EU countries have basically stopped placing orders and are waiting for tariffs to be determined before making plans. "While we are actively responding to the lawsuit, we should also actively develop the markets of the Belt and Road cooperation countries. At the same time, we will also pay more attention to deepening the national markets that we have entered and have no trade barriers, and actively develop new products with market prospects to ensure the healthy and stable development of the company." said Ni Xiaoguang.

The sales manager of China National Nuclear Huayuan Titanium Dioxide Co., Ltd. said: "In the later stage, we will continue to cooperate with the lawyer team to actively respond to the lawsuit and maintain the market competitiveness of China's titanium dioxide." Zhou Lei pointed out that for the titanium dioxide industry, the traditional era of winning by quantity is a thing of the past. Only by continuously improving quality can we gain more market share. This requires Chinese titanium dioxide companies to work harder on product development and the stability of production processes. Only by developing functional products that meet the different needs of customers and have sustained and stable quality, and being fully recognized by domestic and foreign customers, can we effectively resist the impact of foreign anti-dumping.
